The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank to improve the transport system in the City of Addis Ababa. The Addis Ababa City Roads Authority (AACRA) would like to allocate part of the proceedings towards the cost of recruitment of individual consultants to assist the implementation of Transport Systems Improvement Project/TRANSIP as per the services detailed under each position.

The Addis Ababa City Roads Authority (AACRA) now invites eligible individual consultants who are qualified and licensed to provide the required services to apply for the services listed below.

S/N Position Main responsibilities Required qualification and experience
1.0 Project manager -As a key person to assist the project Implementation Unit Head to prepare and manage key project management knowledge area plans including Project Integration Management, Project Scope Management, Project Time Management, Project Cost Management, Project Quality Management,

Project Human Resource Management, Project Communications Management, Project Risk Management,     Project     Procurement Management,     Project     Stakeholder Management plan to track progress;

– Assist in organize, coordinate, supervise and follow up all project! Contract activities in a  timely, efficient and transparent manner with all relevant stakeholders included in the project  implementation arrangement (Steering

– Committee, Technical Steering committee,  Project Implementation Unit, Working Group,  etc.);

– Assist in to ensure that all activities” are carried” out according to t e provisions of the project with the selected consultant, Croatian legislation and regulations, and according to Project Procedures;;

– Closely cooperate and communicate with all relevant stakeholders, and project beneficiaries in designing and implementing Project activities according to Project documents/ Contract in the best way, to accomplish the maximum benefit and positive impact for Project beneficiaries;

– Ensure that all projects deliverable are delivered on-time, within scope and within budget to meet the desired quality;

– Use appropriate verification techniques to manage changes in project scope, schedule and costs:

– developing and presenting meeting content,  and preparing summaries);

– Managing and overseeing the day-to-day  activities of the Project including procurement, project monitoring and evaluation system, financial management, progress and financial reporting, contract management, Environmental and Social management;

– Manage the risk management process, including the development of contingency plans, reviewing residual risks and report those risks that cannot be managed at the project level;

– Coordinate and prepare regular progress reports to the PIU head to farther communicate with Beneficiaries and key stakeholders; Develop a series of core training modules and organize and conduct training workshops on the project management issues;

-Perform other duties as the supervisor and/or the client may from time to time deem necessary .

-masters or advanced degree in project management or engineering and at least ten(10) years of general experience

-at least eight (8)  years of progressively responsible professional experience working on project working on project management

-at least 3 years of work experience as a project manager in world bank fiancé projects

-applicants should attach their certificates for trainings they have taken

2.0 Capacity building expert for AACRA research and technology transfer and laboratory directorate -Conduct thorough review and analysis the current status of Research, Technology Transfer and Laboratory Directorate regarding research conducting and technology adaptation capacity, existing     capacity development rates.         )

-Identify     current     collaborative programs of research in the road transport sector of most relevance to AACRA

-Analyze the existing institutional structure to undertake research and  recommend an appropriate structure by compare and contrast benefit obtained from similar company like ERA.

-Analyze and propose the best capacity building package which can provide information to support and attract researchers within the AACRA I context.

-Develop sustainable funding strategy for capacity building and research for I the directorate

– Prepare a draft Road Transport Research Strategic Plan for AACRA, which is designed to achieve the policy objectives

– Propose realistic targets and indicators to be used in tracking progress, from beginner researcher level to senior levels.

– Prepare a Road Transport Research Policy which places a strong emphasis on the mandate of MeRA.

-A minimum of MSc degree in Material Engineering   or  Geotechnical Engineering    or   Construction Technology Management or any other relevant Engineering field.

-Minimum     Fifteen     (15) years relevant working experience, of which five years continuous experience is in material engineering at senior level, preferably in road construction material.

– Sound experience in working in capacity building projects; working experience in the field of research of construction material and technology adaptation procedures for a minimum of three (3) years.

– Experience In training, capacity building and setting up a research procedure systems in ~t least two (2) organization8.

– Good knowledge of statistical tools applied in at least two (2) Projects.

– Excellent analytical skills and report writing.

– Excellent commitment, efficiency and flexibility.

– Demonstrate a good familiarity, understanding and knowledge of the operational system of AACRA and government rules and regulations specifically road sector policies, strategies and programs.

– Excellent planning, organizing and writing skills;

– Excellent communication skills, ability  to work in team, and ease 10 interpersonal relationships;

– Reliable and responsible personality and capacity to work under demanding professional circumstances

– Proven ability to work as a team and interact with people from diverse professional.

– Proven skills     in designing, implementation, monitoring and reporting of training initiative on capability building.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Banks Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 , Revised July 2014 (“Consultant Guidelines”), setting forth the World Banks policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 1 .9 of Consultant Guidelines:

World Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the clients interests paramount, without any consideration assignments or their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of not being able to carry out the assignment in the best interest of the Recipient.

A consultant will be selected in accordance with Section V. Selection of Individual consultants set out in the Consultant Guidelines.
